Shift-dragging or duplicating layered group to new file is switching on hidden layers

I have a document containing a group with many layers in it that needs to reside in multiple documents with different layers switched on & off.

I did the first one & switched off all the layers I didn't need.

Now all I should have to do is shift-drag that group into the second document & (in this instance) switch off the gradient map for the first document & switch on the gradient map for the second document to make them different colours.

Unfortunately, when I shift drag (or duplicate) the group, it arrives in the new document with ALL of the layers switched on.

This is not supposed to happen.

I'm using Photoshop 2021 (confusingly & somewhat irritatingly numbered 22.5.1) on an iMac (Retina 5K, 27-inch, 2017) running Mojave 10.14.6
