Shift moves whole image

Hey, community! First of all, not an English speaker here, so pardon my possible errors.
I'd like to know I method which I can press shift to draw straight lines and the image does move. Look at this video and see what's happening:
Please, try to help me. I'm just a math teacher who needs to improve my way of teaching in this quarantine.

Look in Edit > Prefrences > Tools, and make sure "Overscroll" is NOT checked.

Hello, Semaphoric-PLXibM. Thanks for answering. But your method only works in a non-fullscreen mode. When I'm in a livestream, it is very common I use fullscreen mode because it uses the space in my screen more efficiently than the normal mode. In fullscreen mode, the problem still happens:

Hi!
There is another way to draw a straight line that might help.
First, with your brush click the spot where you want to start, THEN hold down the shift key and click where you want the line to end and PS will draw the line inbetween those two points.

mglush, thanks for the information. It helped a lot. Really. But Photoshop is a powerful app, it could be a way where you can turn that off. Come on Adobe? Just a simple button: follow cursor in fullscreen mode a while pressing shift? Yes or no?
"Why do you have to use shift?" Because it is straight and even line. It is good for drawing mathematical shapes and whatsoever.
"But you can do that in while editing" Yep, but normally my classes are online: live stream. And I need to use fullscreen mode because I don't have a really big monitor, thus I have to use all space I have in my tiny monitor. Well, while that change I need in PS doesn't happen, I'll use your method. Thanks again, mglush.
P.S.: not an English native speaker here, pardon my possible weird writing.
