SHIFT not working in keyboard shortcuts

I have a problem using SHIFT in keyboard shortcuts, for example: keyboard shortcut for 'Decrease brush hardness' is '{'. It is not working in fresh install, but when I try to assign any other key that is accessible by SHIFT, it doesn't work either. For example typing SHIFT + [ results in [ isntead of {. Of course this is not an issue in any other app I use. I use photoshop 2020 on macos 10.14.6

Sometimes another application takes over the shortcuts in Photoshop. If you reboot and run only PS, does Shift work as expected?

    I tried rebooting or closing other apps but it doesn't help. I think it might be something else cause any other app is recording "SHIFT+[" as "SHIFT+[" or "[" (even lightroom)
