Hello,
It's happened several times and I just got fed up with it, because every little detail that doesn't work slows down my work. Funny how there is a Photoshop Beta version...because I would call any Photoshop version a beta version since every time a new version gets released with let's say 10 new features, 20 more get broken. For instance, in the past photoshop didn't crash, but since the auto recovery, it's a thing.
My apologies, I went off-topic. Todays issue is that Photoshop randomly resets keyboard shortcut combinations. As I said, this has happened several times. I've turned all updates off for all my Adobe products inlcluding the cloud nonsense so that I wouldn't be surprised by random "innovations". I'm sick of using multiple versions of software (Pr, Br, Me) just because one is stable in one thing and the other in something else.

You didn't give us any details, so all we can do is guess. For example, one possible reason is you created a new set of shortcuts, assigned them to a workspace, then switched workspaces.
If that's not it, please provide more information:

I gave the information that was asked for, which is the operating system and software version.
If I had made any other changes, I would've mentioned that. I've never messed with workspaces in Photoshop. It was a simple matter of one day it was fine, the next it wasn't. No Adobe or system updates were involved. Previously as well as now, when changing shortcuts, I did not save the shortcuts, because it didn't occur to me that Photshop could randomly reset them. I guess I'm a slow learner and by the third time I should've know better.

When it comes to our work, we should trust no one but ourselves.
WRT to the changing shortcuts, I second @jane-e's suggestion.
Save a copy of your shortcuts by choosing Edit > Keyboard shortcuts > Create a new shortcut set icon as described already. You'll create a .kys file.
To import double click the .kys file you had exported.
Let us know how it goes.

My question is why and how this even happened in the first place?
It's not an issue of creating a shortcut file, because when it happens again, and it will, I still have to go to that menu and load my shortcuts. Is that a better option? No doubt. I simply want to know why it is happening. I've been around computers long enough to know that if it ain't broke, don't fix, so I consider my system a stable one, because I don't constantly update it or other software for no good reason.
Sure. A user forum, but where are the answers from the people my money goes to? Do you know what I mean? Photoshop is constantly in a Beta version and it has got to stop. Even the small things are breaking apart.

Thank you for letting us know the shortcuts were not ones you had created, so we can now eliminate that.

Also, I believe the infamous Save as... issue with the Save as copy went screwy on me, but I'm not 100% sure, because once I told it to save to the computer, not the cloud, the diologue box for that didn't come back.
Shortcuts reset three days ago and it happens several times a year.
