Significant problems with PS upgrade to version 23.1

Hey friends -

I just updated my PS to version 23.1  (I also updated Camera Raw at the same time but it doesn't show any version info to include) and am having the below significant issues.  I'm working on a Mac running Big Sur 11.6

1 - I haven't changed any settings, but since the update the JPEG file size decreased dramatically.  Prior to the update the Max JPEG file size ranged from around 23-30MB, and after the update the max file size is now around 2-7MB (7MB is the highest max size I've seen yet after doing many photos).  I'm doing larger scale prints and this is a problem

2 - the brush tool is no longer precise - it brushes outside the confines of the circle regardless of the hardness setting!

I'm not able to do a screen grab of the brush tool issue b/c the brush tool cursor disappears when taking the screen grab.  The problem I'm having is that since the upgrade the brush tool affects areas outside of the brush cursor circle, and does not brush all of the areas inside the circle unless you hold the cursor in place for a few seconds, so it's very difficult to get any precision when using this tool now.

Have you configured your Big Sur to scale cursors?

For #2 see: https://community.adobe.com/t5/photoshop-ecosystem-discussions/p-brush-cursor-too-large-big-on-macos...

For #1, how are you saving your JPEG? File > Save a Copy? File > Export > Export As? Or File > Export > Save for Web?

JJ Mack - I haven't made any changes to how I was working with PS before the update (I hadn't configured anything in Big Sur previously either), so I haven't reconfigured anything.  Everything has remained the same in how I'm working, except the performance of PS changed after the update to 23.1

Jeffrey - I'm saving with File > Save a Copy, as I've always done, and since the update to 23.1 I've encountered this problem
