I admit I am not the most accomplished Photshopper but I am having trouble getting the sky replacement tool to fill all the sky area. I've tried going into the sky layer but it doesn't help. Any ideas? (See image)

Thanks for the update. Would you mind checking with any other file in which you have a clear sky without any objects? As I see in the image that a part of it was not able to detect the replaced colors, so just want to confirm if that's the reason or not.
Also, try disabling your GPU by going to Photoshop Preferences and relaunch the application. Let us know if that works.

Hi Steve,
Thanks for reaching out. As you see the sky are of this image is a bit different than others I would suggest you try duplicating the area on the right. Make a mirror copy (flip horizontally) of the duplicates. Move them to the left and try to rescale them accordingly.
