Slow Performance Editing raw .NET files

I am experiencing some very slow performance is PS, it seems to occur mostly when I havee created some masks such as person or background (adjusting exposure or contrast) and then trying to remove certain items and clean the photo up. I am wondering whether this is more related to graphic card or CPU performance. Thanks in Advance!

 

I am using 

  • Windows 11 Pro (on a desktop machine)
  • PS version 26.7.0 desktop version
  • ASROCK Z370 Taichi Motherboard
  • Intel Core i7-8700K CPU @ 3.70 GHz CPU
  • 32 Gb Physical Memory
  • NVIDIA GeForce 1660 SUPER graphics card

Masking is done in the GPU and probably mostly AI-based. The newer RTX-series GPUs have "Tensor" cores optimized for these algorithms. Older GPUs will work, but be slow. Another case in point is Denoise (it can be, say, 10 seconds vs. 1.5 minutes).
