Smart guide issues

I was editing keyboard short cuts and must of disabled something as the smart guides is not fully functional anymore. It still shows the magenta when moving a singly layer around but does NOT show the distance between layers any more

1)I have toggled all option (smart guide, ruler etc) on and off in the view panel - this did not resolve the issue

2)I have used both methods outlined in Illy guide to move the pref files from the folder, as well as use ctrl+shift+alt and reset all the setting manually while launching PS6 - this also did not fix the issue

I have PS5 as well - and it works totally fine there. But the same function has ceased to work on PS6 

So half of smart guide works, but the most important feature which I use to align layers manually using the pixel measurements is not working. Please help, thank you.

Are you sure extras is checked not hidden and show smart guides is checked?

Yes I am certain. As mentioned I have extensively toggled all options possible in the view dropdown. I have also removed the Prefs.pfp file and run the ctrl+alt+shift reboot to no avail.
