Smart guides NOT enabled but still showing.

I have unselected all smart guides and rulers in my PSD. Yet whenever I move a layer, the pixel position smart guide box shows which is highly distracting.

I had an Adobe technician screen share my computer to update some Photoshop settings and I'm not sure if this is a result or not.

Really would apreciate anyone's opinion!
