Snipping Tool and Photoshop conflict

For the last three months, every release of Photoshop has had the same kind of glitch but occuring at random times. Artboard names over the artboard (not the names in the layer panel) become garbled and the only quick solution is to create a blank art board at the top of a document. Then, all names snap back to the right font and view and the new blank file at the very top is the only one garbled.

I've tried so many processess to figure this out. The machine is a newer (1 yr old) lenovo ideapad Slim 7 Pro wth a QHD display and an intel i7 processor. 32 gigs of ram.

No other adobe product has issues of any sort.

But now I know, when I make a quick screen cap with the Snippet tool, within a few minutes, my photoshop file will start displaying the artboard titles wrong. Sometimes, I get some stray pixels at the right edge of any artboard. I can't always just quit snippet and get fixed.. I often have to restart Photoshop. Also, I have PS freezes.. notice Snippet is open, force quit Snippet and Photoshop releases.

The screencap tools within a browser work great, but I don't want to always switch to Chrome and take the extra steps just to screen cap when all I should be able to do is push the PrtScrn button, drag the mouse and boom.

Has anyone else had such a problem? Can I specify a different font or replace the system file that PS uses for naming artboards? I've tried using UI text sizes in the preferences but once I use Snippet, the problem enevitably starts. And again, it's only Photoshop and no matter whether GPU is on, native canvas, etc.

Intel seems to have updates 2 or 3 times a week for their drivers but I haven't been able to correlate driver updates nor PS updates with the problem as easily as w/Snippet.

And yes, after 30+ years, everything is updated in software and drivers. And I don't have the beta version even installed.

Example before and after the blank canvas is created attached.

So just bumping this as the Snipping Tool will now hang up Photoshop if one Snips a screen, moves away from Photoshop into any other window whether an Adobe Product or file window, then come back to PS.

Closing Snipping Tool window releases Photoshop.

Latest PS both beta and stable and Win 11. All drivers updated.

What »Snipping Tool«?

There seems to be no tool of that name in Photoshop, might this be a mistranslation from a non-english-language installation Photoshop?
