Apart from custom Brushes or Camera Raw I can think of no settings to invoke such a cursor display on Mac.

In an old thread that seems to touch on the same topic

Brush display of two concentric circles in Photoshop CS6

it seems it also proved elusive:

"It's a brush that only shows up with certain systems... Sorry for the

distraction."

Please post a meaningful screenshot that has not been clipped to exclude pertinent elements.

Could it be that the screenshot was taken while the image was being processed with Camera Raw or the Camera Raw Filter was applied?

The Adjustment Brush’s cursor in Camera Raw for example looks similar to what you posted.

In Photoshop itself I know of no way to get a »double circle« for Brush cursors except for a custom Brush tip (an O-shape basically).

the scrrenshot wasnt taken in an other application.....she edited all in PS. might this be a plug in???

or is it possible to create a brush like this??
