Soft pen pressure not working

I'm using Photoshop CC 2019 with a Cintiq with a Macbook pro Mojave. I have also tried my wacom intuos tablet with PS CC 2017, same problem. Everything is up to date.

Here's the issue: When I try to use the brush, the stroke will only appear when I press hard, so I barely get any line variance. Sometimes the stroke won't appear at all or I just get dots.

I've been searching for a fix for this all day and haven't found any solutions in the forums. I have uninstalled and reinstalled the newest Wacom driver, I also tried installing the previous driver. I've adjusted the Shape Dynamics in Brush Settings. Both Photoshop and my Wacom Driver are selected in Accessibility. I changed my pen nib. I've messed with Tip Feel, Calibrate...everything I could think of and everything I found suggested. I've restarted several times...

I have wasted a day I could have spent working and am getting very fed up. This photoshop update has been a nightmare and this is only the most recent in a long string of problems I've been having since, I assume, the CC updated.

Have you tried resetting the Photoshop preferences?

Preferences in Photoshop

"Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop."

Thanks! That seems to have done the trick.

Problems with my shortcuts was the FIRST issue I had with this update, what a headache!

Have you tried turning off all the pressure sensitivity settings within the Brushes Settings panel? If this fixes the problem then start turning back on all of those settings one at a time to try and isolate the problem.

It seems to keep coming back...I am hoping at this point the problem fades out, because I can't pinpoint a cause.

Thank you for your suggestions, they have been helpful.
