SOLVED! OK so how does one set the anchor for scaling a layer??

Ok so I see when I control-T to transform, I can press the Alt click then click where I want it to be, then can rotate scale how I need.

Here's another tip--if you hold the Alt key on Windows or the Option key on macOS when you scale, then the scaling will be from the center of the image.

@Todd_Morgan when you click a handle to go to Edit>Transform the option bar changes and shows you the anchor point orientation matrix top left.

Adding to what Kevin said, once you enable the control, there are two ways to use it.

1. Click a reference point in the widget

 

2. Drag the control in the layout to rotate/scale from any spot you prefer
