@Morfuud I've found a workaround: desatatach the tools window from the PS. Bring it a little to the right and the tools won't overflow to the left screen anymore.

I also have this problem after the new 24.2.0 update. Cannot find a solution.

You are not the only one encountering significant issues with PS2023.

I decided to roll back to a much older version of Photoshop since there were just way too many issues to even begin troubleshooting
