Some text not displaying properly when saved as PDF

Hi,

I'm having issues when saving as a PDF, some text is perfect but the bottom half is fuzzy and not being recognized as text despite being exactly the same as the top half.

I am saving it as a PDF with the following settings, I've tried a number of different settings and I can't get it to work (see below)

There is a long list of reasons for text below The Technical Details to rasterize.

Does the document have any font differences (faux effects), smart objects, vector shapes, transparencies, blending modes, layer styles, partial opacities, adjustment layers, nested layers? Post a link to the file if you are able to.

If you have InDesign available, I recommend using it for maintaining text consistency.

I assume that you left the type layers in place and did not flatten or add a copy merged layer before exporting to PDF? You should be able to zoom all the way in to the PDF document, without losing image quality of text and other vector objects.  This is 6400% in Acrobat:
