Something is wrong with my Ps interface

All of the tabs, like paint brush, navigator and such on the right are missing and the 'edit' and 'file tabs along the top are missing-- it also deleted all of my installed brushes and reset my preferences. Sometimes the earlier screen will show through too (the start up screen).

I've tried uninstalling and reinstalling, restarting my laptop, and installling a prior version of photoshop (and making sure all of my laptop's drivers are up to date). it's been this way for the past 3 weeks. I'm not the best with computers so I have no clue what could have happened.

Hi did you try to install new windows on your computer ? or check your photoshop on different computer ?
