Spin Blur - Missing Positionning Point

Hi. I want to use Spin Blur in Photoshop cc2022. I used it already and it worked fine. Now there is no position guides visible to select shape/ size of blur. Anyone any idea? I have tryed with different images. I marked the upper corner left with yellow. These tools are inactive.

After you wrote me I checked the View > Settings and the Positioning and transforming point was off. Now it work. Thank You.
