Stenciling for tattoo patterns with Photoshop

Question

Is there a app like procreate that i can does stinceling for tattoo patterns? Or can i download procreate on my surface pro? My photoshop is  the beta and the only thing im missin noe is the stenciling that procreate does? Anybody got the answer to the two questions?
