Without a hitch with CC19.1.4. What have you tried so far to solve the problem?

The standard shortcut  Shift+Cmd+t is Transform Again which should repeat the  previous transform  one would think.  To me anyway.  If that is what is what its design is IMO Photoshop does not get it right. Here I transform layer 1 50% width 50% high anchor point Top Left corner Targeted layer layer 2 and use the shortcut and Photoshop CS6, CC 2014 and CC 2018 19.1.4 all did the same and IMO not correctly the position is not what I expected size was right though.  I backed out the Shift+Ctrl+t with Ctrl+z and did the transform and it did what I though the shortcut should have done. If you do not switch layers it works correctly.

Step and rpeat is not that shortcut that shortcut create a duplicat and transforms the dupe.  Try adding the Option Mac key in the shortcut Step and Repeat and Transform Again in Photoshop « Julieanne Kost's Blog
