Strange anchor points :)

Hi, all together,

today I opened a PS-Template which was offered by Adobe. In that template I see two kind of anchor points (see screenshot pls). I don't know what they are for and how to use them. Can you help me, please?

@michah21007596 select the color sampler tool and then click on clear all
