Stroke on Text Not Scaling on Export As

Don't know where else to go but can't imaging I'm the only one running into this issue. I recently stroked some text in a smart layer and saved. On the made mockup everything looks good. When I go to 'export as' and scale the image size down the stroke does not scale down. It remains as it would be at 100%. Can we get this fixed Adobe so that the stroke scales to size with the rest of the image when we use 'Export As'? I am on a Macbook Pro using Catalina 10.15.7 with Photoshop 22.
