Stuck on how to improve image quality

I have this image that's taken from an old 1920s film that I'd like to enlarge to say 2ft x 1ft but just can't think of a way to improve the quality (...which granted is not good to start with)

 

P/S sharpening tools don't help much so I'm just wondering if perhaps I'm forgetting something else or if perhaps I should even consider using some sort of image tracing in Illustrator instead?

That is going to be difficult to achieve because Photoshop needs to add additional pixels to give you the size you require.

 

Consider recreating the artwrok using the painting tools in Ps.

 

Since you will be imaging this on a large fromat printer, depending on the workflow you will only need to recreate at 10 or 20% of the final size as the RIP will interpolate it to full size.
