stylize doesn't work on ALL images

I'm using PS 2020 and i had downloaded a preview image from Adobe stock. It let my stylize (oil paint) the image just fine. Then i purchased the image and now it won't oil paint it. Oil paint is not grayed out; it lets me move the sliders/change values, it just doesn't do anything to the image. The other stylize options work fine.

Zoom in to 100% and check the effect.

Are you editing in RGB mode? What is the canvas size? Is the Layer locked?

here's the preview image, with watermark still imposed. You can see the RGB setting, and that the effects have taken effect. And below is the same image, but purchased, same steps taken to stylize it, but notice that I have values in the effects but none are showing on the image
