sunburst effect on assignment help please

hi, i have spent hours searching in the forums and youtube to do this simple yet oh so not simple for me photoshop effect, i am doing a web developer course and doing simple photoshop assignment(clearly i am not finding this simple) the instructions read...with the blue area selected(which is a simple eclipse shape) we will put a lighting effect across that part of the image. click effects>illumination effects>sunburst. drag the centre of the sunburst to the top left of the image.

i am so stuck if anyone could help me out please;)
