Swirling Nights Sky Filter

Hi All,

I was trying to create this effect for the photo but I got this message "Not Available for layers with a Neural Gallery Filter". Does anyone know what that means and how to correct it? I think I followed the step by step but may be missing something with the new version of Photoshop 24.1.0. I'm on Windows 10.

Rasterize the layer and apply the filter directly.
