Synching old versions, old settings on new computer

Objective: rolling back time when more of my third-party Photoshop artisitic actions worked. Extra problem: I have to start from scratch on a new computer.
Want to use older Photoshop versions alongside the most recent versions to access more of my third-party artistic actions, for postcards etc.
Many of these actions fail on my new super-charged computer with newest photoshop.
I saved settings from 2017, 2022 and 2023, but can't load them on any "other version" I can access on Creative Cloud. 
I was able to load and use older versions on my old computer, but had previously had used these versions.
I'm now on Windows 11 with one of the newest graphics cards. The old computer was a Windows 10.

Can you tell me what steps to take?

C:\Users\userid\AppData\Local\Adobe\Adobe Photoshop 20## is where you can find the settings. Be sure to back up your current AppData before making any changes.
Be aware that some plugins and preferences may not be compatible, but most should convert successfully.

Currently, you cannot modify files in C:\Program Files\Adobe\Adobe Photoshop 20##\Presets. I have requested this to be unlocked every year for the past five years. Unfortunately, any time there is an update, the files are cleared out. I want to be able to have only my own versions stored there.

Illustrator is open almost 24/7 and just about the same for Bridge and Photoshop

Thanks so much. Turns out that file names were changed in the migration, creating some conflicts. Once I cleaned that up the actions ran better.

Always save out actions, brushes, presets etc.

 

Save them anywhere you want for safekeeping and easy transport to a new version/new install. Reload in the new version.

 

This also applies if you need to reset preferences for troubleshooting.
