Take on me effect in Photoshop

Hi,

I wish to create a Photo effect resembling the pencil-sketched used in the 1984 A-Ha music video.

How can i get it?

Please post screenshots on this Forum directly. 

I suppose a sketch effect can be automated to some extent, but the video was likely simply rotographed by hand.
