Not a graphics person so don't even know where to look on the site. Must be a program I can clip and paste image/text into?

Are you saying that you don't have Photoshop and are looking for an application? If so, try Adobe Express — there is a free version and a Premium (paid) version. See if the free version works for you.

Can you post an example of the effect that is similar to what you want to achieve?

I would create an image like that by first doing the style alterations I wanted to do to the photo image in Photoshop. But then I would place the photo image into either Adobe Illustrator or Adobe InDesign and create the overlaid graphics there. That's because the superimposed lettering and graphics would be maintained as vector-based objects and print much sharper than the photo in the background.

Details here:

Save in a format that supports layers so you can make edits later. Save to PSD or TIFF. Do not save to JPEG, which will flatten your document and you will not be able to edit the text. Save when you start and save often as you go.

here is a better example. My friend curved the text. I would like to do that and also make it 3d or spiral or just become a sculpture

That kind of effect is best done by placing the photo in Adobe Illustrator and using Illustrator's tools and effects. In this case it would be a text on path effect overlaying the photo. A source path would be drawn to follow the curve of the parking garage ramp and then a string of text would be applied to the path. An alternative method would be turning lettering an Art Brush and then applying that to a target path. Transparency blending effects can be applied to the altered lettering to let the photograph show through the lettering in various ways. The finished effect can be maintained in Illustrator. It's also possible to copy that Illustrator artwork to the clipboard and paste it into the original image in Photoshop.

I think it was a Spike Milligan parody of the original Burning Deck Casabianca poem.

Maybe you should be looking at Adobe Express or Photoshop Elements rather than Photoshop? Photoshop is much more powerful but is designed for professional use and doesn't offer much handholding. Express in particular is designed for inexperienced users without much graphics knowledge.
