text only shows up on half of path

when i make an ellipse with text, it only shows up on one half of the path. it never did this in cs6 and this is cc 2019.

Have you tried dragging the start and end markers with the path selection tool (black arrow) which changes to the symbol below when dragging

It appears that the text frame is resized to cover only half of the ellipse.
