Hello, I'm running Adobe Design Std 6 on a Windows 11 machine with a hi-res (3840x2160px) display. In photoshop, all of my menus are unreadably small. This problem persists after changing font size to large within photoshop and toggling the HDI scaling options under "properties > compatibility". I encounter a similar problem with adobe illustrator, but not InDesign. Any other solutions or ideas would be very helpful!

High resolution monitors didn't exist in CS6's lifespan. There's no support for UI scaling in CS6 and no way to do it without reducing monitor resolution overall.
Support for high resolution displays was added in CC2014, when those units started to come on the market, and has been improved later. In current versions it works very streamlined and reliably, and there are very few complaints.

It probably works, but does exactly what I said above: it reduces monitor resolution overall. It turns the 4K display into an ordinary standard 2K display.
There's no point in having a 4K display if you can't keep the image window at full resolution and just scale the UI.

Haha, using the version that I own without needing to pay a subscription! Thanks for the old hack, but I don't think it's working with the current OS (or I don't know how to midify it so that it works)

With a subscription this problem goes away. That's the fix, and it costs you $10 a month. Your choice.

I was able do use CS6 on my 4K monitor just recently. I went to the programs folder and right click on the application, then went to properties.
I don't remember exactly what I changed but I will look at it tomorrow and post what I did.

You already mention that you done the "HDI scaling options under properties > compatibility" in your original post, did you select System option from the drop down menu

Not surprising. Your software is 10 years out of date and hasn't received any updates since 2012. It's not compatible with newer equipment.
As a workaround, use Windows Magnifier. Hold down Win logo key and press + sign.
Another option is to increase the text & icon size from Windows System Settings.
However, this may cause other problems like missing text or truncated panels. Use whatever works best until you can upgrade to modern, compatible software.
