Hi, I am somewhat new to Photoshop. i am creating a texture map that i can import into 3ds max and Unity. Whenever i export it, the texture map is either too bright or too dark which wont show the detail in the texture. Is there something i can do within Photoshop to solve this issue? or is this something that has more to do with 3Ds max and Unity Programs.

Yes, there are several ways to fix the value and color of the texture map. Can you show us a picture of the image and workspace with the Options bar and Layers panel visible? Which would you like to do--brighten or darken your texture? Do you want more or less contrast?
The Adjustment options (Levels, Curves, etc.) will help you, but knowing what you need to change in the image, will help you choose the right one. Levels does a great job of lightening or darkening an image and Curves is great for increasing contrast.

Make sure when you export that you convert to sRGB and embed the profile. Actually, most 3D apps will ignore the profile but do expect a coloured texture to use the sRGB colour space.
