The polygon lasso tool is not creating points consistently when clicking

Hello,

I'm encountering an issue where the polygon lasso tool/ALT lasso tool is only creating a point 1 out of 5 times I left click with my mouse or tap my Wacom drawing tablet. 

Resetting preferences, closing extensions and other applications and reinstalling Photoshop has not worked.

Any help would be greatly appreciated.

I'd like to make an addendum as there are other inconsistencies I'm encountering:

The move and zoom tools by using Spacebar & CTRL+Spacebar shortcuts will often get stuck even though I have relaesed the shortcuts. They will act like scrubby zoom/move despite those not being active.
