There is no layer comment feature in Photoshop?

I tried the notes tools, but I couldn't insert notes for each layer or set specific notes to be visible only on specific layers. So I want to put individual comments for each layer. Is there any way?

You could add the notes on additional text layers and use layer composites to display/hide them.

I'm not telling you anything, I'm just making a suggestion of renaming your layers if that will help you make a brief note in each of them.

If you don't know how to do that, then ask.

You can name /comment on each layer individually using about 50 characters.
