I just got a new laptop with the most updated softwares, e.g., Window and Photoshop. When I transferred photos into my laptop, thumbnails are showing in Photoshop. But after I edited certain photos and resave them in a new folder, thumbnails are not showing in PSD format at all. When I saved them in TIFF format, the thumbnail would show up initially but then they don't appear after I saved other photos.
I've searched the topics and checked out all the suggestions like Edit->Preference->File Handling and make sure all the correct options are checked as suggested. But the thumbnails just don't show. Does anyone have any idea? Does anyone from Adobe monitor this forum and can comment?
Thanks in advance!

No, this doesn't sound like my issue.

Occasionally, your best option is the Bug section. However, this is not a bug; it's an issue specific to your machine.
Are you referring to the Start or Home screen in Photoshop? Could you please post a screenshot to help clarify the issue?

You need to install a codec to view the images in Windows File Explorer. There are several to choose from.

I don't use any of these because macOS shows the preview natively.

You have extensions hidden, so I don't know what those other non-PSD files are. Hidden extensions cause lots of problems, and I would strongly advise enabling it in Windows.
That said, Windows should show thumbnails for all file types other than PSD. It's only PSD that shows generic icons and requires a codec to show thumbnails.
My guess is that your file associations are undefined. You set that in Windows Settings. If these are TIFFs, make sure that Photoshop is set to open TIFF by default.
But first of all, uncheck "hide extensions" so that you know what files you're dealing with.

Thanks for the response but I didn't "hide extensions". I saved all edited files in Tiff format in Photoshop. I don't know why that extension isn't showing. Is it supposed to show in the folder?
I noticed in the editing window, the thumbnail box is checked but it's in cream color that forbids changes. I don't know whether that has something to do with it. I used the older version of Photoshop Element on my old laptop and I never encountered the issue. The thumbnails were always showing in the folder. I'll search Photoshop command to see whether it asks me to define file format. TIFF is the default format in Photoshop when I save things currently.

When this option is unchecked, file extensions will always be displayed.

Extensions are hidden by default until you intentionally show them in your operating system.

I think it's most often hidden by default when you buy an off-the-shelf machine, set that way by the manufacturers.
For me extensions have always showed, but I build my own machines and install a fresh Windows copy that I bought separately.
In any case, I don't understand how it's even possible to work with hidden extensions. It feels like driving a car with the speedometer blacked out. It's essential information.

I'm at a loss why this has become a discussion about hidden extensions. I fixed that. But so far, I still don't know why my thumbnails are not showing.By @JCK-8888
See my answer from August 21. You need to install a codec to show the thumbnails in Windows OS.

I'll take it to Geek Squad to ask them to install that then. I wasn't convinced that's the issue because I've been using Window forever and never encountered this issue. I also downloaded my photos from camera to my new laptop and the thumbnails are showing. Only the pictures that I resaved into Photoshop or Tiff files that have the issue. If it's a Window issue, I'd expect none of the thumbnails would be showing. It's really odd.
But thanks for the suggestion. I'll ask the Geek Squad.
