Saving a layered TIFF as a flattened file will by definition have to be a copy.

Just flatten it, then save.

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?

Does the file actually have Layers?

That is one screenshot … please post screenshots illustrating the process.

For example: Did you »Save As« or »Save A Copy«?

»Save As« would naturally preclude the destruction of the Layer data.

I have always had that option(TIFF) to save as without layers... as of this am it is now greyed out.

I specifically asked:

»Did you »Save As« or »Save A Copy«?«

Is there some problem with answering that?

If the issue arose when you used File > Save As try File > Save a Copy instead.

And please post meaningful screenshots.

Have you considered enabling Photoshop > Preferences > File Handling > Enable legacy »Save As«?
