Tile Arrange Document Centered Issue

Hi, Jeffrey. Thanks for reply. So, here is my Preferences/Tools window.
As for the bug: it behaves not only when i zoom (no matter how i do it, with keyboard or mouse or stylus), it centers the document when i do something else. For example: I pan the document little bit off the center (i always use the Overscroll feature, so i can do that) and when i zoom or create the new layer or select another document (just by clicking on the name of the document: https://youtu.be/rbAWhJANbwI?t=26 ), it  always jumps to the center. Also when we have two documents with some pan, it centers it both: https://youtu.be/rbAWhJANbwI?t=39
For me it looks like the Photoshop tries to redraw the workspace but not corectly.(

Another question, when you are zooming, are you using the scroll wheel 100% of the time? or are you ever clicking the mouse or track pad while you are zooming?

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
