Tile Arrange Document Centered Issue

Hi everyone.
I have an issue with always centered document after i click zoom in/out or, for example, click on nearby document or creating new layer or choosing color with color picker.
It happens always in tile arrange mode (showing that on video: https://www.youtube.com/watch?v=rbAWhJANbwI)
In single document mode or horizontal tile everything fine.
Tried all the flags combination in Preferences/Tools. Also tried to turn on/off Use Graphic Processor but the problem still exists. This problem also exist in previous version of Photoshop (at least in 23)
Have the latest OS and Photoshop Update. Graphic card has latest studio driver.
Please help.

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Another question, when you are zooming, are you using the scroll wheel 100% of the time? or are you ever clicking the mouse or track pad while you are zooming?

Hi, Jeffrey. Thanks for reply. So, here is my Preferences/Tools window.
As for the bug: it behaves not only when i zoom (no matter how i do it, with keyboard or mouse or stylus), it centers the document when i do something else. For example: I pan the document little bit off the center (i always use the Overscroll feature, so i can do that) and when i zoom or create the new layer or select another document (just by clicking on the name of the document: https://youtu.be/rbAWhJANbwI?t=26 ), it  always jumps to the center. Also when we have two documents with some pan, it centers it both: https://youtu.be/rbAWhJANbwI?t=39
For me it looks like the Photoshop tries to redraw the workspace but not corectly.(

Hi, everyone!
Finaly i have found the bug reason! It is in Windows system scale & layout. My setup was in 175%, and for only this setting Photoshop centers the document.) When i set any other values, it works just fine. I tried this setting on other machines and bug appears.) So please fix this issue in the next update.
