Are you perhaps trying to follow a tutorial written for a more modern version of Photoshop? What says it should be there in CS4?

There are two versions of photoshop cs4; Standard and Extended.
Standard is the version you appear to have, while the extended version has Video Timeline, 3D and other stuff.

That's not an error message, just a reminder that now photoshop cs4 uses graphics card acceleration to perform some functions and for best results make sure your computers graphics card driver is up to date. You can safely check Don't show again.
Did you recently reinstall photoshop cs4 or install on a new computer?
The serial number is what tells cs4 to be extended or not.
(don't post any serial numbers here)
Also Help>About Photoshop would say Extended on the screen.

Thanks again for your support

2. after my windows format, reinstalled again in same computer

The only other possibility i can think of is when you installed cs4 you ran it in Trial mode awhile before inputting your serial. The trial is aways the Extended version.
