Timeline speed Animation Photshop

If this is a video timeline (not a frame animation), click to open the panel menu and select Allow Frame Skipping to enable it. If the animation plays smoothly after that, then it means Photoshop could not play it back in real time if it has to play every frame at the current frame rate. So, Allow Frame Skipping is not frame-accurate, but at least you get to see the animation in real time.

The reason others are suggesting using video editing or motion graphics software is that those typically have much more advanced timeline playback: Better GPU acceleration, better RAM and storage caching, better optimization for current hardware encoders, etc. which make real-time timeline playback easier to do.

You may need to switch to using After Effects where the animation in the Timeline loads into RAM for Preview and we can monitor the Info Panel to make sure we're getting real-time playback.  It also has options to reduce the resolution to favor smooth motion if needed.

You can import your Photoshop layers into After Effects as a Composition, but not the Photoshop Timeline.

Update your graphics driver, check your hardware acceleration. This stuff is heavily dependent on GPU acceleration. Otherwise move on to real video tools that may handle this better.
