toggle preserve transparency error

Hi, when you click on the lock transparency, you are supposed to get a hollow lock icon on your layer,
"Indicates layer is partially locked" is the tooltip you get when you hover that lock.

A full lock would be a filled lock, you get it when you click the lock at the end of the icons.

You might be confused as the background layer also gets an hollow lock, but you can paint on it, therefore it is not fully locked.

Isn't it what you get?

Are you referring to the various Lock options in the top section of the Layers panel?
