Toggling between frames on a video layer

I've been able to toggle between frames within a video layer on the timeline by using the left and right arrows previously. However, the machine I am currently working on is not allowing this. The left and right arrows are completely unresponsive and I have to use the header to scrub between frames. 

I'm not sure if this is a bug or something that can be solved by simply changing some settings. Any thoughts/solutions are appreciated.

Hi Meg!

 

You will want to make sure you have "Enable Timeline Shortcut Keys" Checked in your timeline window. I also find that I have to have a couple of keyed frames to actually begin using the shortcuts.
