Tool Presets Reverting on Exit - Photoshop 2020

Hello. It seems that every time I now close and reopen Photoshop my tool presets are reverting back to a previous set (from a few weeks ago, not the default set). 

 

e.g. If I add a new tool preset then close the program, when I reopen it the tool preset is no longer there. Similarly, if I load a previously saved set of tool presets, close and reopen Photoshop, they will also have been replaced by the older set. I've been using Photoshop for a many years and have never had this issue before.

 

Brushes etc. seem to be fine, it's just tool presets that have the problem. I first noticed this issue before the latest update, and was hoping it would have been addressed it but no luck.

 

I saw that there was another similar post, but it was still unresolved. I also just spoke with an Adobe team member about this and even after an hour of discussion and sending screenshots they seemed to think I just didn't know how to go about making a new brush.

Photoshop CC 2020 (21.0.3)

Do you have any Actions or Scripts or Extensions installed into Photoshop that messes with loading and deleting tool presets.  Something would need to be doing what you see happening.  Since other things are working correctly you have permissions to your Photoshop Preferences Folder where Tool Preset loaded are stored. Something on you system is messing with this file it seems. You may want to try setting  the tool preset preferences file "ToolPresets.psp" in your Photoshop preferences folder Attribute to read only to prevent it from being changed. You may find out what changing the file when it tries to change the file. However it may just delete the file and replace it with a version it maintains though.

 

You may want to look at menu Edit>Presets>Preset Manager...  tools from time to time to see if you can catch when its being changed. Keep an eye on your tool presets....

I don't have any extensions, scripts etc. that would mess with the tool presets afaik. I tried making the preferences file read only, but it didn't seem to change anything. Good idea on checking the preset manager, but unfortunately the old presets seem to be getting loaded while PS is starting up, so they're already switched back by the time I can access the preset manager. I even tried deleting my tool preset files and still nothing changed. I guess I'll just try reinstalling PS from scratch, but I really wanted to avoid that if possible. Thank you for your help all the same.
