Tool presets vs. Brush presets-again

Hi, guys. Can someone point me to a written Knowledge Base article on making and storing Tool presets and Brush presets (and what the difference is, and how to make it work) in PS CC 2018? I do better with written descriptions than with video tutorials. Thanks.
