FIX THE BUG IN THE V.26 RELEASE of PHOTOSHOP. Users can not use the toolbar as all the icons do not show up. People have been on about this issue since its release and the new 26.2 update does not address it. Do better Adobe. The toolbar is the most used asset in the app. For Christ sakes.

Use the three-dot menu at the bottom of the toolbar to edit which tools appear. That's why it is there.

Thanks for clarifying. I've been using Photoshop for more than 20 years, and I have never seen something like that, including with v26.x. The source is something specific to your installation, not something general, and my first thought would be a driver problem.
If you've already reset preferences and verified that your OS and video drivers are up to date, run Help > System Info from the Help menu and upload the text file so we can take a look. If you screenshot the message box that comes up using Help > GPU Compatibility, that might hold a clue. (If you have an Nvidia GPU, make sure you are not using the Game Ready driver. Only the Studio Driver is reliable.)
As always, the more information you can give, the more chance of getting a useful answer. If others are experiencing the same problem, your info might be the clue that points to a solution for everyone.

Yes, that seemed to work when combined with resetting my preferences as well. I've been using Adobe products, including Photoshop, since 2001, and I've never encountered anything quite like this. Over the years, I've dealt with plenty of smaller bugs and found workarounds, but this issue feels more significant. The fix is so specific that most users would likely struggle to figure it out unless they came across a post like this in the forum.
I’ve also dealt with the Nvidia GPU issue and managed to resolve it a few months back. However, there’s still a persistent issue in Illustrator that I’ve noticed—where the application freezes and you need to use the "Save As" command to get it working again. It’s like shaking someone out of a daydream! Unfortunately, I haven’t found a fix for that one yet.

Stuff does get weird sometimes, and narrowing down the source of the weirdness only gets harder as OS, apps, and hardware become more complex.
About 12 years ago, as a sort of self-defense measure, I stopped building my own boxes and now only buy Dell (but it could have been HP or Lenovo). Enterprise-grade hardware vendors are diligent about updating firmware and drivers, and they have excellent support. This makes troubleshooting simpler because there are fewer variables, and if something does go sideways (like that Illustrator hangup) it will show up all over the place and therefore get more attention from the engineers.
