For some reason my toolbar has started going behind what ever photo I'm working on and i cant get it back to the front
I have 2 screens one with all the panels histogram etc and one that had just the toolbar and the open document which is how i've worked for years as my wacom tablet is linked to just that monitor and swapping between tools was very easy

Yes a floating image windows on a second display will be on top of all Photoshop palette windows on that display seem to be the way Photoshop works on windows. You can dock the toolbar to other Photoshop pallets you drag to your second display.

Just opened photoshop and its come back to the front where it should be

On my windows 10 machine if I span a floating image window across displays the window seems to be on top of the toolbar no matter where the toolbar is and you seem to be editing in Tabs on your second display not in a floating image windows which may make a big difference, Some prefer to edit in floating windows. Some old habits are hard for old folks like me to change change is disruptive IMO...

doesnt matter if its floating or full screen, 1 image or lots of tabs on second monitor the tool bar was always on top until yesterday, now its back to normal

Yes Adobe has done it again. I just installed todays CC 2018 update and now Floating windows go under all Pallets on my second display. Now I have to hide paletts to see a floating image windows on my second display. Love or hate change???
