Tools don't show stroke till mouse is released

Issue:

Brushes don't show stroke while being used. Stroke shows up after releasing mouse.
This happens with the Eraser Tool and all the regular brush tools (brush + pen + color replacement and mixer),
the Spot Healing Brush and the Healing Brush and Clone Brush (last two shows the initial first dot when
starting the stroke but nothing thereafter till the mouse is released)
This possibly affects other tools as well, but here my testing ended.

Attempted to fix:

This is not a cursor widget issue. Caps lock on/off changes nothing regarding this.
Attempted PS restart.
Attempted Computer restart.
Reluctant to reset Preferences since that usually messes up the keyboard shortcuts royally
and I can never remember how to fix it again and it takes a day to research to find where
someone somewhere obscure has a working idea on how to fix English/Danish PS keyboard shortcuts :S

Google search suggest turning View from "Final" to "Draft" but that setting is nowhere to be found in this release?

Please advice.
