Tools making erratic lines jumping all over screen (pen, dodge, burn, clone, etc)

So I've come across this problem before in Photoshop. Usually restarting or resetting everything will fix it but not anymore. The second I touch the stylus to the screen the tools have an erratic dance party all over my screen. Sometimes it's one long line and sometimes jolts like crazy, pretty much filling the screen. It used to be only for the first touch then behaved properly but now it's constant. 

also when I go to rotate the canvas it has a seizure, I will attach a video for that too. Maybe the problems are related?

(I have the 2023 Wacom mobilestudio Pro 16 / version 6.4.1-3 with windows 11 vers 23h2) everything is up to date as of 4/16/24
