Tools missing from toolbar in Photoshop 23.1.0 on iMac running macOS Monterey 12.0.1

Reset Tools does not bring the right click reveal of other menu items. Eg. Round Marquee will not show up with a right click on the Rectangular Marquee tool. Those three dots (...) that should reveal more menu choices now claim to be the Clone Stamp Tool when clicked on? Suggestions?

Go to Edit > Toolbars to open the Customize Toolbar dialog, then click the button in the upper right to Restore Defaults to return all the tools to their original places.
