Touch screen wacom - panels vanish then reappear in full screen mode

Hey, I just wanna know if this is a problem specific to me or not; I have a touch screen wacom and when I draw in full screen mode if I lift the pen away and touch the screen only with my fingers all the panels will disappear until I put my pen down on the screen again. I can see how someone might have thought this would be a neat lil thing to design into the touch gestures but it's actually really annoying since I want to look over at some layers my elbow may have been covering or see what my color panel is saying etc. etc. Is this an issue other people have run into, is it a programmed device in photoshop or am I the only one this happens to? Also, any solutions? Thank you!

Can you identify your hardware better and how your using Photoshop. Do you have a Wacon Cintiq and are you using Photoshop full screen mode .  Windows or Mac.   What you write does not sound like any defaults setting.  It may be possible to some how to switch between Photoshop's two Full screen Mode the one with panels and the one without panels or using the Tab shortcut the toggle panels off and on.

Try using the Wacom preference utility to remove all Wacom preferences start fresh with Wacom default settings.  If it still works that way try resetting all Photoshop Tools. If it still works that way try resetting You Photoshop Preferences  and start Photoshop  and skip loading optional Plugins.

Yes, my hardware is a cintiq 22hd touch. It has been finicky in the past so if this is entirely a property of the digitizer than im not surprised, but it has only been occurring on the 2017 versions of photoshop.

Ok, those are all things I have not tried. I am hesitant since there is hours of actions and short cuts and keyboard setup that ive done to assist with drawing and resetting everything scares me.
