Touch Screen Zoom In/Out Controls Not Working

My touchscreen will not respond when I try to Zoom in or out, but only when I am using Ps.  Otherwise the touch screen behaves as normal.  I have looked for a zoom control setting but find only the "Zoom IN" and "Zoom OUT" in the View section.  These have nothing to do with the touchscreen and work normally.  I am using a Surface Studio and Ps 2020.

Please halp.

Oh wait, sorry, @caleys58338251 posted the sollution to this problem here.  The other responses didn't help, but his answer (way down at the bottom) was my problem.  Thank God for these forums, there are so many ways that PS F***s up these days.  Back before Adobe CC when you just had a copy of the software on your computer I never had even a tenth as many problems.
