Tracking in Photoshop

In Illustrator I like to set tracking at 5/1000 em for kerning, but Photoshop seems to be set at 20/1000 em with no option to change it that I can see. 20/1000 em is too clunky for kerning ... am I missing a setting?

The text features in Photoshop have never been quite as robust as those in Illustrator or InDesign. As far as I've ever been able to discern, there's never been an adjustment from the default 20/1000 em in Photoshop. May I suggest creating the text in Illustrator, and placing it into Photoshop? Hope that'd help.
